He was educated across the hills at Lucknow University, earning a postgraduate degree – MA in Human Resource Management and Industrial Relations (MHRM & IR) as well as in Arts and Law. He also has a P.G. Diploma in Public Administration. This combination of legal and managerial expertise would serve him well when it came to governance. Dhami initially joined student politics through the RSS-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP), where he spent over a decade until switching to BJP’s youth wing.

Political Career Journey

Career Dhami entered politics as an RSS and ABVP activist in the 1990s. Then in 2000, when Uttarakhand was created he became the state president of Bharatiya Janata Yuva Morcha (BJYM), and continued as its President until 2008 (for two consecutive terms) during which period he has built up an extremely envious youth base. He was a political advisor to former CM Bhagat Singh Koshyari in 2001.

In 2012, he won the first Assembly poll from Khatima in Udham Singh Nagar district that shares its border with Nepal, a feat that he repeated in 2017. During Congress’s Harish Rawat rul, he was hailed as “best MLA” for his constituency work. He became a BJP state vice-president.

BJP selected Dhami as the dark horse for CM

A major opening occurred in December 2021, when Tirath Singh Rawat resigned after a residency imbroglio. BJP selected Dhami as the dark horse for CM and he took oath on 4 July 2021, becoming the youngest CM of Uttarakhand at age 45. The COVID management, tourism revival and infrastructure were the focus during his first term.

In 2022 elections, BJP came back to power and Dhami was defeated in Khatima. In an unsurprising show of resistance, he stepped down as CM and was re-elected leader by MLAs to once again become the CM on 23 March, 2022. He later won a by-election from Khatima. As CM, he has aggressively promoted organic farming, adventure tourism, new cities (22 were approved), and youth skilling. His alignment with the NDA endorses ties with Narendra Modi’s government that brings central funds for roads and hydro projects.

One biting insight: Dhami’s RSS roots and his emphasis on a young face for the BJP helped the party tap into Uttarakhand’s youth vote as it sought to overcome anti-incumbency in a state famous for seeing frequent changes of guard.
